They could also be of higher level because leveling up allows you to get more max health. This isn't CoD, so headshots won't like guarantee a one-hit kill.
WebHeadshots should have like a 2x multiplier or something but one shot headshots are stupid as fuck. Armor was put in to make fights last longer and headshots on NP are 95% luck. Headshots shouldn't have a damage multiplier at all on a roleplay server. It makes pistol fights especially just a gimmick of luck.
